Is Scrubbed a full anti-spam filter?

No. It is a narrow cleanup-credit bot for eligible message deletion, direct reply cleanup, and opt-in link cleanup. It does not claim broad spam scoring or content moderation.

When does a paid anti-spam cleanup count as revenue?

Only after Telegram sends a successful_payment event or reconciliation records the paid Star transaction. Public conversion-intent counters do not prove revenue.
